Number Thirteen offers two thieves (actually Captain America and Falcon undercover ) $ 10,000 to steal an electro-gyro from the Brand Corporation. Number Thirteen goes to the secret lair of the Secret Empire together with the two thieves to deliver the robbed electro-gyro to Number One, not imagining that Captain America and Falcon have also entered the lair.
