Simon Bar Sinister has a plan to run for mayor against Smiley Goodperson. As voters enter voting both Simon shoots the with a an "opposite" ray (Bbbzzap!) so the will vote for the least likely candidate. Simon wins in a landslide. His first proclamation is that Underdog is required to wear a "Beware of Underdog" sign and a bell. Simon's henchmen rob a bank. Meanwhile city planners want the mayor to approve money for their pet projects. Simon runs away - right for his henchmen. The rack Simon and planners make allow Underdog to approach unheard and arrest them for robbing the bank.
