Synopsis for "Speed City"

As a result of the Speed Force Storm, several Central City-ers have been transformed into unwitting Speedsters. Naturally, some decide to use their powers for good, others for evil. Barry and August focus their efforts on apprehending the latter and together quickly foil a trio of bank robbers.

After transporting the robbers to Iron Heights, Barry and August learn of a Speed Force Training Center created by S.T.A.R. Labs in response to the outbreak of Speedsters. Barry agrees to help its director, Meena Dhawan (also a Speedster), in her altruistic pursuit of training and caring for the health of the new Speedsters, while August chooses to focus on apprehending those who choose a life of crime.

Barry and Meena first visit Avery Ho, a young girl who can't slow down. Barry teaches her a trick he uses to slow and steady himself, which is to focus on the things he loves. It works, and Barry invites Avery to S.T.A.R. Labs' training center.

Following this encounter, Barry feels he owes it to all the new Speedsters to teach them how to use their new powers, even the criminals. He returns to Iron Heights with Meena to visit the bank robbers he helped apprehend earlier but finds them all dead in their cell alongside a wounded August. He was checking up on the robbers when they were all attacked by a seemingly more advanced Speedster named Godspeed, who has the ability to vibrate through walls and use the Speed Force as a weapon.
