Now approved by the United Nations, the Justice League International moved from their Secret Sanctuary to three embassies, located in Paris, Manhattan, and Moscow.
J'onn, Mr. Miracle, and Captain Atom prepared the New York location. It suffered from inferior craftsmanship, made worse by the efforts of the team. J'onn attempted to help the movers by carrying a heavy box up the stairs with his Martian strength, only to crash through the floor, which was unable to support the weight. Captain Atom attempted to connect two dangling wires, giving himself an electrical jolt. On instinct, he launched an attack on the electrical system, frying it with a quantum energy blast. Finally, Mister Miracle landed the League's sharp new shuttle on -- and through -- the roof. His flying privileges were temporarily revoked by J'onn.
The Moscow Embassy was infested with bugs (tiny electronic listening devices), presumably by the embassy liaison Boris Dmitravich Razumihin, which were easily found and collected by Batman. Rocket Red and Guy Gardner accompanied him.
In Paris, Booster and Beetle enjoyed a drink -- and the leggy French scenery -- in their civilian identities, until they both spied a dark haired woman of incredible beauty. Booster bragged that he could easily have the attractive woman eating out of his hand, although Ted thought she was well out of his "League". What Booster said to her was never revealed, but it is certain that she slapped him at some point. The rejection was so extravagant that Beetle could not stop laughing for hours. Black Canary was somewhat disappointed to have missed the show. Poor Booster really was in the dog house when he met the embassy liaison, Catherine Cobert -- the very same woman he had just unsuccessfully tried to pick up in his civilian identity.
