Alexa Lukin visits Mayor Fisk as Fisk suspected one of the police officers the Power Elite provided him was killing other cops, and he wanted files of every recruit. Alexa denied him this, and left after a brief encounter.
Steve and the Daughters of Liberty are also searching for clues as to the identity of the cop killer. Misty is searching one of Scourge's old arsenals and finds clues of someone being there recently. Misty is taken out by an unknown attacker, so Steve rushes over and encounters US Agent. The two fight until Misty activates some of the hideout's defenses to incapacitate US Agent. Misty and Steve restrain US Agent, and Steve tries to convince US Agent of his innocence. US Agent indicates that Scourge isn't a single man, but rather an idea. After reviewing information that reveals all but one of the killed cops was a rookie, they think Fisk knows more than previously thought. Steve says they need to talk to Fisk, only to then receive news that Fisk was assaniated.
