STORY 1: After saving the president of Mantegua from an assassination attempt, Batman and Robin are asked to train a new Batman to fight off Mantegua's greatest threat: El Papagayo.

Batman and Robin do their best to train a new Batman, but their efforts are futile and they capture the criminals with help from the local police.

STORY 2: * PENGUIN Appearance
The Penguin, recently released from jail, has been given the chance to receive 250 thousand dollars from recently executed gangster "Squeeze" Miller. To do so, he must first complete seven robberies using seven different birds.

Because the first letter in each birds name spell out the name "Penguin", Batman deduces how to capture the Penguin and sends him back to jail, where the crook realizes that Miller's "fortune" is really worthless.

STORY 3: When amateur detective Jack Starr starts solving cases faster than the Dynamic Duo, he becomes the number one detective in the Gotham City Police Department. Vicki Vale tries to help Batman and Robin, but instead of helping them, her presence becomes troublesome for the vigilantes. However, when Vicki learns of the location of a fugitive criminal, she informs Batman and they manage to capture the thug, who in turn confesses that he has been providing easy clues for Jack Starr to solve. By the end, Jack admits that Batman is the best detective.
