Pandora Peters was the director of S.H.I.E.L.D.'s secret Wizardry Alchemy Necromancy Department, also known as W.A.N.D.
When it appeared that Doctor Strange had gone rogue, Peters made Ross's Thunderbolts aware of this so they could take him out. To help them in their mission, Ross and the Leader were summoned to W.A.N.D.'s HQ using magic and given free rein of W.A.N.D.'s stores of magical weaponry and artifact. After getting what they needed, Peters had Agent Todd wipe the Thunderbolts' memory of their meeting, and replaced it with a memory of them getting their artifacts after a fight with the ghost of Doctor Druid.
The Thunderbolts eventually proved victorious against the evil Doctor Strange, who turned out to actually be the True Fairie king Oberoth'm'gozz in disguise. Peters and her agents of W.A.N.D. arrived at the scene after the king's defeat to clean up the magical mess and to bring back the real Doctor Strange. Peters reintroduced herself to the Thunderbolts and apologized for not handling the situation themselves, as they didn't know this wasn't the real Doctor Strange. Afterwards, she had Todd wipe their memories once again, making them forget about the whole ordeal.
