Hector Balboa is a Mexican drug lord who had a DEA agent tortured over three days to find out what he knew about his operations, after which the agent was killed. Hector carved out a 40 acre ranch on the side of a mountain, with a runway hidden by canopy.
Protecting his operation and assets were sicarios (assassins) on dirt motorcycles and a helicopter gunship. He had a fully equipped Cobra attack helicopter and two jet fighters (a Harrier and a Mirage), hidden under the canopy. The Punisher kidnapped the doctor who kept the DEA agent alive, and fought his way through Hector's private army, making it back to the United States.
