I have a comic called Starman that was published in 1976 by DC. The database has another version from the late 80s but doesn't seem to have the original.

The actual title of this book is 1st Issue Special and the issue is No. 12.

I can confirm.

DC did a "Tryout" series with various characters / writers / artists in mid to late 1970's. It was called "1ST Issue Special" Another version of why this series came to be is provided here on Wikipedia. True or not? Since Carmine past away recently we may never know.

"Writer Gerry Conway explained the series' origin: "1st Issue Special was a peculiar book concept based on [publisher] Carmine Infantino’s observation that first issues of titles often sold better than subsequent issues. Carmine’s brainstorm: a monthly series of nothing but first issues. It sounds like a joke, but he was dead serious." "
