How does one go about adding issues to the "Story Arc" ?

I do not think it can be done from the main price guide. It can be done in the Admin Section but I have no idea how it works. I'll e-mail Shawn with your inquiry.

pretty sure only admins can do that. Any member can add a story synopsis for an issue, but to add issues to be marked for a Story Arc is something I think only admins can do.

Try adding a comic series "run" Instructions are in the help videos. Most story arcs are a run within a single series.

I wouldn't agree with this. Take for example the Joker War story arc from DC. The story was in Batman, Detective Comics, Harley Quinn, Nightwing, Catwoman and Batgirl. Or the current Devil's Reign arc from Marvel: Devil's Reign, Daredevil, Superior Four, Villains for Hire, X-Men, Winter Soldier, Spider-Woman, Moon Knight.
