CPG indicates this is the 1st appearance of Goblin but this does not appear to be the case. Goblin Queen's first appearance is Uncanny X-Men 168.

Her Goblin Queen persona first appears in UXM #240. Madelyne Pryor first appears in UXM #168. Kinda like Carol Danvers has a first appearance and then first Ms. Marvel, first Captain Marvel, etc...
