Specials are under the Specials tab for the main title they go with. So it's under the 2016 Teen Titan series Specials tab/button.
This is its page: https://comicspriceguide.com/titles/teen-titans/2_special/pkrtiut
It's listed as #2, but with a notation of "#1 on cover" because there was a #1 special in 2017. Way to keep it confusing DC.
