I am not sure if this is a glitch with the new system or not, but I was just given an error stating I needed to be a Silver or gold member to upload scans. The specificity of the error message suggests this was not a glitch. I thought your intent was to grow your database of comics and data. Why does it matter the member rank if we are contributing? I have contributed scans in the past under the old system and never gotten this error.
