I have a 9.6 CBCS graded Power Rangers #4D 1 of 50 variant edition signed by Jason David Frank who played Tommy Oliver/Green ranger from the original series. How much would this be worth with the signature and grading?

Unfortunately we don't do much tracking on values with signatures, mostly because it is SO subjective. Some people won't ever touch a book with a foreign mark - ever. Some collect them exclusively.
JDF is a good one to have on the book in general and the score for the book is good.
Our guide lists that book at just under $100 without the autograph. If you found a JDF collector/fan, you could probably get $150 for it if you're a great negotiator.
