Just picked up a bronze age issue which was "graded" at 9.6. It has a couple of small non color breaking dents on the cover which are OK... but there is a very slight spine roll practically throughout. It doesn't seem like "normal" spine roll to me. If I submitted, would I come back at 9.4 or lower because of this spine roll?

That's not spine roll. That is the result of the book being misaligned during storage and the pressure has flattened all but the spine. It would not get above a 9.4 with that. Getting the book pressed should fix that and maybe the non-colour breaking creases.
