Unable to find this listing. In fact, most supergirl titles seem to be missing.

That's just Action Comics (basically starring Supergirl).
If you look inside the front cover, on the bottom of the first page with be a bunch of fine print. This is what's called the Indicia. In there, you will see the "official" title of the book, as well as the volume and issue number.
Supergirl seems to headline 674, 685, 686 and 706.
I know you wrote 708, but are you sure it's not 706?

Actually you were right it was 706! The number font REALLY looked like 708. Thanks for the assist.
