So do I have to sell to the highest bidder if I want to send to one buyer instead of shipping to two seperate locations?

I think you are asking if one buyer has made two offers on two separate books. Then another buyer makes a higher offer on one of those issues, do you have to take the higher offer? So while it's a higher offer on one book, it would be better for you to ship both to a single location.
As the seller, you can choose whichever offer you want. Sometimes sellers reject offers because the price of the book has gone up dramatically, or they had bad dealings with a certain buyer. It takes two to make a transaction, so if one party doesn't agree then it doesn't happen.
