Based on what I could find about the interior, it probably doesn't have enough comic book story content for CPG to include it. It's a magazine with articles and some 6pg color insert story, at least in that issue, which isn't enough out of 40 pages for CPG's 50% requirement. Plus it's been around since 1990 and CPG hasn't listed it yet, so likely there's a reason. I found this info that issue: https://spiderfan.org/review/comics/pure_images_v3/001.html

It is a magazine basically but comic format at least in size. That said, the insert has 6 pages and the last section features a full Scarlet Spider that is 10 pages. AND one page with an unused Ditko ASM 10 cover as well as other comic pages. In my opinion, I believe it meets the requirements. At least this issue ( the only one I own from the series ) I pasted the Guidelines below and the requirement is at 40% required.
General Guidelines
- 1. We are not adding signed or re-marked books at this time.
- 2. We do not list publications which contain less than 40% comic strip material
- 3. The more information you can supply the faster we can add the books.
- 4. No more than 10 outstanding requests per member please.
- 5. Please wait at least a week following the release of standard US comics before posting a request for them to be added to the system. These are usually all listed on a release list we get weekly that can take up to a week to get through.

All Spider-man fans should own this if they care about the history of the character.
Of course this cant get listed!
The amount of art by industry legends doesn't quite meet the page count qualifications. There are too many text articles explaining how Spider-man came to be.
The pubvlisher was actually friends with Steve Ditko, but he mainly painted book covers. It's not relevant enough to fandom.
There has to be a spot for those thousands of one-shot B&W publication that look like they were drawn by an 8-year old kid running on a treadmill. That guideline only makes sense. How else are we going keep alive the memory of Indiana forklift driver Jay Taylor that decided to write, draw, and publish his own comic book story back when he was 17. He published 500 copies so it's pretty rare. If you don't mind a little mildew, he still has 400 copies in his basement. He'll give you one if you pay shipping.

that would be Silver Spider, not Scarlet. and the article says that part's a "reproduction of the half-finished pencils and script from the original 10 page SILVER SPIDER origin story." While it doesn't show those pages, I don't think they count. And the 'new' content requirement is 50%, as stated multiple times by Ronbatman, so maybe they need to update that page. comics.org doesn't list it either, so it likely doesn't qualify for them either.
Ron can weigh in at some point.
