I'm pretty sure it's just "Steven". Check the indicia. I don't have my copy readily available.
Steven #1 (based upon the title I used to save my scan)
Steven Comix #2 (based upon the title I used to save my scan)

Steven Presents Dumpy is the actual title as listed in the indicia. One of those instances where the data base differs then what is stated in the indicia like we are asked to provide when inputting missing issues.

I looked under all the different versions of "Steve" "Steven" and even "Dumpy" for good measure. Under the Fantagraphics tab as well as all publishers. There is a series called Steven from Kitchen Sink, but its several years earlier then this issue, but it has the same artistic style and characters on the covers as this one.

I guess that i need to rename my file. There is a TPB collection of Steven also, but I can't locate my scan of that. I assume it was published by Fantagraphics. I have one or two published by Kitchen Sink, They are oversized, but maybe slightly smaller than a magazine.

Ok, after a lot of digging, I have kinda got it figured out. This issue appears to be a one shot, then Series continues as: Steven Comix #2: Steven at Sea (Fantagraphics, 1999) On the Bay, there are three up, ranging from 8 to 14 bucks (BIN), but nothing sold that I can find

I have the scan of softcover saved under Kitchen Sink. I believe it collects the strips so it's not the standard comic proportions.
That's why I couldn't find it. Kitchen Sink evidently published it.
