Raw is just a comic in its natural state. Ready to be read and enjoyed.

Graded refers to comics professionally graded by a 3rd part like CGC(https://www.cgccomics.com/), and then sealed in a plastic casing. Cases can be opened, but not resealed in a manner that doesn't make it obvious that it has been opened, so the grades on these "slabbed" comics is perceived as accurate. The price guide values for the graded books at the high end(9.8 to 9.4) are not particularly accurate. There really aren't enough sold at a high enough rate for there ever to be in true accuracy to the guide value.
