They are NOT rare, but people keep pushing that. They were distributed on military bases and then got filtered out to the general public one way or another, but I've owned several just buying by mail order and at shows, back when no one cared and it was just luck to get one. The insert often made a line on the cover as it wasn't the same size as the comic pages, as you may have seen, so that tends to lower the grades a bit, even if otherwise NM, but some don't care, as it's kinda standard.<br/><br/>You should find these threads on the CGC forum informative, but one of them was started in 2011 before this craze became something, so most opinions at that time were that the insert was not worth a premium.
